According to Imam Khomeini, the Islamic governance is constitutional in the sense that the rulers are subject to a certain set of conditions in governing and administering the country, conditions that are set forth in the Noble Qur’an and the Sunnah of the Most Noble Messenger.

Islamic governance promoted by Imam Khomeini seeks to maintain amicable relations with followers of all other divine religions and is obliged to undertake efforts to revive divine values and spirituality.
Such type of government will also confront any vicious agenda or aggressive policies of colonial powers against oppressed nations.
Islamic government may therefore be defined as the rule of divine law over mankind society.
